The regulations stipulate that in the process of processing wolfberry and its products, sodium metabisulfite and its substitutes shall be ordered by the state people’s government or the municipal (county) people’s government of the wolfberry producing area, and the administrative department of agriculture and animal husbandry in accordance with its powers to stop the sale. The contaminated wolfberry and its products shall be harmlessly treated, and those that cannot be harmlessly treated shall be supervised and destroyed; the illegal income shall be confiscated and a fine of not less than 5,000 yuan but not more than 20,000 yuan shall be imposed.

According to Liu Guoshun, deputy director of the Standing Committee of the Haixi Mongolian and Tibetan Autonomous Prefecture People’s Congress, as of 2020, the planting area of ​​wolfberry in the prefecture will reach 516,000 mu, the total output of dried fruit will reach 85,300 tons, and the comprehensive output value will reach 10 billion yuan. With the rapid development of the wolfberry industry and the changes in the supply and demand environment of the international and domestic wolfberry markets, the core competitiveness of the Qaidam wolfberry industry is not strong, the hidden dangers of food safety have increased, a series of problems such as unsound planting production and processing standards, and non-standard industry management have become increasingly apparent .

The regulations clarify that the state people’s government should promote the establishment of a wolfberry enterprise credit system, promote the inquiry, exchange and sharing of credit information of wolfberry production and operation enterprises, and establish an enterprise credit evaluation system and a mechanism for punishment of dishonesty.

The regulations also require that it is prohibited to discharge, stack, or dispose of waste or other toxic and harmful substances within the protection scope of the wolfberry base. It is forbidden to build new projects that pollute the soil, water quality and atmosphere within 3 kilometers of the protected area of ​​the organic wolfberry base and within 5 kilometers of the dominant wind direction. The pollution projects that have been completed shall be rectified or relocated within a specified time limit in accordance with the law.
